for the hair, use a curling iron and TONS of hairspray.
For the makeup, put on foundation and powder, a lot of black eyeliner, some mascara, a bit of pink blush and clear lipgloss.

for the eyes; I think she uses black eyeliner,shadows; looks like a blue,gray and pink on the crease to top of the brow. The cheeks; a rose blush, and lips; pink lipgloss.but of course put on founation and face powder on first(which I think you know). and for brand goes, covergirl is a good brand, But I love using Mary Kay to get the same look.
