It all depends on the texture, density and wave patten of your hair.

It may require a large amount of cutting- and i say this because your avatar has long hair, so i assume you do also.

As for the curls, a perm might be neccesary, depending on your natural wave pattern in your hair. A lot of the time, if you have wavy/curly hair, its even more intensified with a shorter haircut because these is less weight.

Want to do it yourself, you may need cutting a bit of layers and like i said if your hair is not curly a curling iron.
