awww miley is so cute! i agree with the girl who said use a large barrel curling iron. however, it looks like in this picture she has extensions on. the curls look odd to me. good luck! :)

i'd just

1 get some wave enhaning spray and spray it on damp hair and scrunch your hair

2 put some volumizing spray at your roots (grab a chunk of hair, hold it up, and spray!)

3 do a zig-zaguey part(or a center part, whichever!)

wait til hair dries..or u can just blow dry hair on low.

WITH WAVES LIKE THAT DON"T BRUSH YOUR HAIR!!!! I ALWAYS DO THIS AND IT ALWAYS GETS FRIZZED WHEN I BRUSH!!! it'll look great!!!

Are you just referring to the curl, or are you asking about the colors as well? Either way, go to a reputable salon and show the hairdresser these pictures. Have them show you how to achieve these looks. Don't forget to tip. This is an art form, and they have studied to learn to do this stuff.
